Raphaela holds a Master's degree in economics from the University of Vienna and a Phd in economics from Queen Mary, University of London. She was a researcher at the IHS Vienna from 2012 to early 2015 and then again in 2018. Since 2015 she is an economist at the Directorate for Labor and Social Affairs at the OECD in Paris.
